Teenagers will be made to take up identity cards in order to open bank accounts or qualify for student funding, leaked Government documents disclose report the Telegraph.

This led to accusations that ministers are planning to blackmail young people into taking part in the beleaguered ID cards scheme.

The plan is contained in a confidential Home Office report leaked to the Conservative Party. The document also shows that the widespread issuing of ID cards to British subjects could be put back until after the next election.

Another section of the paper details a previously secret plan to blackmail young people into using the ID cards.

The document says: "We should issue ID cards to young people to assist them as they open their first bank account, take out a student loan, etc."

Assist them? How exactly is the forced use of ID Cards assistance?

Home Office officials admitted last night that plans are being drawn up to target young people for the first ID cards.

Ministers will argue that carrying the cards will make it easier for the young to gain access to services and prove their age when trying to buy alcohol.

In other words, no ID Card, no alcohol.....how long before that moves to other purchases or services? If that is not blackmail....
