In a classic case of Police State reporting, the BBC has produced some wonderful propaganda.

Its report states that Chief Constable Tim Brain has said people caught fighting over water supplies or damaging bowsers in flood-hit Gloucestershire will be jailed.

The BBC report goes on to say that Magistrates will consider a term of between 21 and 28 days for a first offence after a guilty plea for crimes relating to the limited water supplies.

According to the BBC the measures are being adopted by all magistrates in Gloucestershire, and are supported by the local resident Crown Court judge.

Says who? The BBC ?, the Chief Constable ?.

Magistrates appear to have a different view, unless of course those in Gloucestershire are being told how to sentence those who appear before them.
Get this straight, Constable Brain: Sentencing is a judicial matter to be dealt with by the judiciary. If
you threaten anyone with a particular sentence you exceed your powers.
Your job is to bring offenders before a court. Thereafter it is out of
your hands.

We have enough trouble with traffic wardens trying to be judge and jury, we don't need Chief Constables illegally attempting to do the same.

The United States and the European Union
have agreed to expand a security program that shares personal data
about millions of U.S.-bound airline passengers a year, potentially
including information about a person's race, ethnicity, religion and
health. – keeping the data for 15 years.

Under the agreement, airlines flying from Europe
to the United States are required to provide data related to these
matters to U.S. authorities if it exists in their reservation systems.
The deal allows Washington to retain and use it only “where the life of
a data subject or of others could be imperiled or seriously impaired,”
such as in a counter-terrorism investigation.

According to the
deal, the information that can be used in such exceptional
circumstances includes “racial or ethnic origin, political opinions,
religious or philosophical beliefs, trade union membership” and data
about an individual's health, partners and sexual orientation as well as contacts, lodging, next of kin and travelling companions.

Rest of story on Washington Post

Stavros Lambrinidis of Greece,
vice chairman of the European Parliament's civil liberties, justice and home
affairs committee, warned that it allows extra data collection not just
in counterterrorism cases but for “a vast and in some cases
unidentified number of crimes. So we have function creep.”

Newcastle City Council has said it accidentally put 54,000 credit- and debit-card details on a computer system that could be accessed externally.

The council has today admitted it inappropriately released up to
54,000 credit- and debit-card details covering transactions between
February 2006 and April 2007, covering payments to the council
including council tax, business rates, parking fines, and rent payments.

In a statement
on its website, the council said the information released was in an
encrypted file and included names, addresses and credit-card numbers.
However, the council stressed that no details of either Pin codes or
security-code numbers were included in the file that was
inappropriately released.

The lapse was discovered during a test of the council's IT security. Following this audit, Newcastle said it closed down the computer servers concerned, and it said that security had been tightened and reinforced.

Newcastle City Council Chief Executive, Ian Stratford, said, “We
very much regret that this situation has developed. There has been no
indication of any fraud or loss. We are now fully confident that our
systems are properly robust, so we are continuing to receive payments
by credit and debit cards.”
