The European Commission has now published its final version
of a document titled:

COMMUNICATION FROM THE COMMISSION, Reforming Europe
for the 21st Century.

‘Opinion of the European
Commission, pursuant to Article 48 of the Treaty on European Union, on the
Conference of representatives of the governments of the Member States convened
to revise the Treaties’

It is worth noting that even in the preface of the document, there is a bold  admission and
I quote. 

The disappearance of
some elements, including some symbolic ones, as well as changes that reduced
the readability of the Treaty text, were necessary parts of a package agreement
which could be subscribed to by all Member States. The Commission actively
contributed to this compromise.

Basically this means that the Commission lawyers worked a
lot of overtime to ensure that the bulk of the treaty would be totally
unreadable to the bulk of the member states parliamentarians and public, decipherable
only by lawyers, and therefore we could be told it means whatever political
agenda was in play and wanted it to mean. 

By an other name, trickery and treachery, and an admission
of guilt.

The document also goes on to state:

Future changes to
policies within existing competences, extensions to qualified majority voting
and use of co-decision can be agreed without needing to call a new
IGC, while preserving the need for unanimous
agreement.  

I read this clause to mean: we can change what we want once
your parliaments have lied, deceived and tricked you, and we will never have to
refer back to you again, unless we want to at which time unanimous agreement
will be required.

The speed and apparent rush to get this treaty ratified is
baffling. I cannot work out what the final agenda here is, but they are clearly
open about it and it is certainly highlighted in the document. 

Europe needs a Reform Treaty to be agreed and
ratified ahead of the June 2009 European elections. It is the responsibility of
all participants in the Inter-Governmental Conference to create the conditions
for this goal to be met.

Again, we see this treachery – create the conditions for
this goal to be met – and we already know that the EU has openly told Gordon Brown
to lie
to the British people
.

WHY ? Why the need to get this done before 2009. ?  Is it that they see there is a once only
chance to get this through before it all begins to unravel as the populations
of the member states begin to realise what’s at stake for them.

 

The general wording of the document almost makes it all
welcoming, all embracing and only good can come of it. 

I beg to differ, for I see this as the beginning of one of
the most totalitarian regimes that the world has ever encountered. We have been
subjected to diktats for the past 30 odd years, with those laws and
requirements having gathered pace dramatically over the last 5 years and in
2007 the arrogance from the European Commission has raised itself to unprecedented
levels as the Elite think they can smell victory.

I have no intention of giving them that victory, not without
a bloody nose at least, and I urge all sane people of Europe to oppose this
treaty before we all live in a world where to oppose anything will see
you branded a social outcast or even
worse
as the President of Italy, Giorgio Napolitano says, Eurosceptics are
“psychological terrorists” because they suggest that there is a
growing “European superstate.”

 

So to the President of Italy I say: not only do I suggest that's exactly what it is, an Empire, in my humble opinion….I believe that,

This Empire must be stopped. The arrogance before the Treaty is signed is overwhelming, God Help us if it ever gets through.

Today in the EU parliament in Strasbourg, Margot Wallström,
Vice-President of the EU commission spoke to the Leinen report on the
intergovernmental conference. The naked arrogance of this extract from
her speech tells its own story. Note the comment: “But I do not think
we should allow that”:

Mr President, honourable
Members, there must be a position between Pangloss and his
over-optimism and Eyeore the Donkey thinking that everything is
hopeless. It is a very rare thing in politics to get a second life and
I am not referring to internet role-playing. Remember that, less than a
year ago, the Constitutional Treaty or the idea of having a new treaty
was declared dead, on life support or in a coma. And now we are
discussing a ratification procedure coming up very soon.

I think
that engaging now in a blame game will not help us a bit, and, as a
final comment on this debate, I have two things to say. First of all,
on the Charter of Fundamental Rights, the European Commission does not
like opt-outs. We would have preferred not to have any opt-outs. But
what was the real political choice here? It was a weakened charter
without legal force or a charter that is legally binding for the EU
institutions with an opt-out, or preserving the full text of the
charter. Then, I prefer to have a charter which is legally binding, and
an opt-out is also an opt-in so this is not cast in stone.

My
second comment is that I would like to say that I assume that Members
of Parliament do not consider parliamentary ratification less
democratically legitimate than referenda.

Some
Eurosceptics of course hope that the challenge of informing citizens
and engaging citizens about and in such a complex issue as a treaty can
be turned into a weapon that can kill further European integration. But I do not think we should allow that.

(Applause)

Also,
regardless of what ratification method is chosen by Member States, we
are all obliged to inform, to engage, to debate, to discuss with
citizens all over Europe and this is what we now have to commit to, to
do together, in full cooperation and in a planned manner. This is also
how we will contribute from the Commission side. So, I will come back
to you very soon with that kind of planning for a proper and democratic
and open and transparent ratification procedure.

With that I also wish the Portuguese Presidency all the best with opening the IGC.

You
can see from the tone that the “colleagues” scent victory – and they
are prepared to brook no delay. No niceties from our Margot about
sovereign nations negotiating the terms of a treaty – “now we are
discussing a ratification procedure coming up very soon.” To her and
her “colleagues”, the treaty is a done deal and, already, they are
planning to interfere in the ratification process.

And this is
before they have the treaty in the bag. Once they've got it, they will
be unstoppable in their arrogance. For the first time in my career as a
Eurosceptic, I am really worried. This thing has to be stopped, no
matter what the cost.

So the Opt-Out on the Charter of Fundamental Rights has already been ruled out. That's one of Brown's red lines crossed.

We demand honesty from now on, we demand a referendum
on the European Constitution Treaty.

He said Empires were usually made with force with a centre
imposing diktat, what he didn’t say was this one was made with trickery and lies
with a centre imposing diktat. 

It
may be an empire made without armed force, but in no way has it been made with the
consent of the people. It is being forced upon us.

If
Barroso’s empire, like any empire, is to last but a year, it must have the people behind it. Free
national referendum’s are the only way that will happen. Brainwashing our children and TV propaganda wont do it.

Brown
and all the other national leaders must listen to the will of their respective
populations, or their populations will dissent, will oppose and will fight
back, and force will be Barroso's only option, with Europe descending into an Evil Empire like the old Soviet Union.

Certainly, there is something Napoleonic about Barroso's style, as
he took the opportunity of the press
conference
to pronounce that national governments should not try to
renegotiate the content of the “reform” treaty and renege on
agreements already made. 

And if that isn't a diktat, what is?

Nervous aides to the former Portuguese Prime Minister inquired after Barroso's press
