The rumour
running around
Westminster this evening is that there is something big in the
offing, as can be read here on Political
Betting
.

What could this
big thing be?

Could Blair be
about to announce his retirement plans (with a big fat pension) ?

Could Miliband be
about to throw his lot in with Gordon Brown ?

Could Brown be
about to announce that he will call a General Election ?

Could Yates of
the Yard be coming for his man ?

When Tony Blair said:
his legacy as prime minister will “stand the test of time” and the
“final building blocks” of reform are being put in place in his press
conference of the 15th, I got worried.

When he said
decisions which will be taken over the next few weeks will “secure the
long-term changes for the future”, I got even more worried.

Whatever it is, I
don’t have a particular good feeling about it.

In the world of
political personalities, Blair is a builder, in the same vein as Thatcher, but
as Thatcher was replaced by John Major who was a maintainer, Blair will be
replaced by Brown.

Brown is an
enforcer. Brown is a man who will use all of the 280 new Acts of Parliament
that labour have enacted over the past 10 years. Brown is a man who will ensure
that the 3000 new 'crimes' that those acts have generated will be applied.

Brown was likened
to Stalin recently. Not without reason. When an enforcer has the building blocks in place and the mechanism of dictatorship at his fingertips, then we should all be aware of the danger.

And for that
something Big, well The First Post can be read here.

Defra has today
published the final epidemiology report into the outbreak of H5N1 avian
influenza in
Suffolk confirmed in February.

The report sets
out the findings of the National Emergency Epidemiology Group who have been
investigating the outbreak in close consultation with the European Commission
and the Hungarian Authorities.

The final report
is a detailed analysis of all possible ways the virus could have arrived in
Holton,
Suffolk.  No specific proven source has been found.

The report
concludes that the most plausible explanation is that infection was most likely
introduced to
Britain via the importation of turkey meat from Hungary.  Such meat could have originated
from a sub-clinically infected turkey flock in
Hungary which had been infected from a wild bird
source which had also infected the two goose farms in
Hungary.

The investigation
in conjunction with the Hungarian authorities has found no evidence of
undisclosed infection in
Hungary and the possibility of infection going undetected
in turkeys is considered to be a rare event
.

The full
epidemiological report can be viewed here:
A Lessons Learned report will follow later in the year.

Back in February
when the outbreak occurred, we asked questions
in the way in which Defra had handled the outbreak, in particular why they had
transported carcases across the
UK in the manner that they did.

How would meat
imported from
Hungary and delivered to the processing plant
have got into the flock, which is housed on the other side of the old airfield
on which it is built.

We also raised
the question of whether this was ‘a
planned event’
, in the same way that questions had been raised about the
foot and mouth outbreak, at that time to reduce the number of working farms and
our economic burden in farm subsidies.

So we ask the
question again. Could the H5N1 outbreak have been a planned event.?

After so much ‘official’
investigation which provides no viable explanation, I begin to wonder whether
it is not just about ways to raise more money (whilst the press only concentrate on how much compensation Bernard Matthews is getting), the government and Defra on many occasions showing
that it does not care how many peoples lives or rural businesses they ruin in
the process, especially as the Defra news release
also includes the following: [emphasis is
mine
]

Defra is
currently working with industry on proposals for legislation to establish an animal disease levy which would create
an appropriate balance between what the taxpayer and industry are responsible
for in relation to animal health and disease outbreaks.
