Despite warnings
from the MOD, the government is to allow the ‘acquisition’ of Smiths Aerospace
Group Limited by General Electric.
Ian McCartney,
the Minister for Trade, Investment and Foreign Affairs today announced that he
is proposing to accept undertakings instead of referring the proposed
acquisition of Smiths Aerospace by General Electric to the Competition
Commission. The undertakings, which are issued in draft today for consultation,
would protect sensitive information and ensure that the UK maintains certain strategic capabilities
unique to Smiths Aerospace.
What he really means is that the US
gets UK
government and technical secrets for nothing.
Ian McCartney
said: “The OFT has advised that, if I believe it is necessary on national
security grounds, I am able under relevant legislation either to refer this
merger to the Competition Commission, or accept undertakings in lieu of making
such a reference.
The
MOD said: “The MOD has
advised that this merger raises national security issues relating to the
confidentiality of sensitive information and to the maintenance of strategic
capabilities in relation to a number of important current and future weapons
platforms.
Interested
parties are invited to make their views known on the content and scope of the
proposed undertakings. Representations should be made in writing to the Department
for Trade and Industry by 25 April 2007 (source).
Remember Harold
Wilson and the TSR2. Same shit another Labour Government.

Murder of the TSR.2 by Stephen
Hastings published by MacDonald (1966). The
title says it all really. The content is non technical, dealing a great deal
with the politics surrounding the cancellation and backed up by a fair amount
of factual information especially concerning costs. The author was at the time
a Conservative MP and a director of Handley Page Ltd. Because it was written
shortly after cancellation it has virtually no hindsight element to it, which
makes the author's assertions about the folly of the Labour government's
decision even more justified now, over forty years later. Worth seeking out
and reading.

An advertisement
in the Official Journal of the European Union on 13 April 2007 says that the eDT wants to create a
catalogue of suppliers to support its work with major Whitehall departments, in particular HM Revenue and
Customs, the Department of Work and Pensions and the Department of Communities
and Local Government, as well as the wider public sector.
It is aimed at providing frameworks for the research and development sections
of large computer corporations, SMEs with a strong reputation in the public and
private sectors, and companies looking to develop or reuse existing systems in
the public sector. The categories are planned to cover strategic consultancy,
technology, specialist data centre services and security testing and
verification.
In the short term, key purchasing organisations such as OGCbuying.solutions and
Partnerships UK are expected to promote the opportunities offered by the new
frameworks. Eventually OGCbuying.solutions could take responsibility as the
contracting authority.
The eDT is responsible for projects initiated by the Office of the e-Envoy,
including the Government Gateway, ukonline.gov.uk and the DotP initiative. Its
focuses on technology innovation and provides the products and services to
government departments aimed at making the internet a primary channel for
interaction with government. (source).
Unaccountable Power, command and control is being centred on Downing St, as it would be in a Dictatorship.
This means that IT projects can be undertaken which
fall outside of the usual Parliamentary scrutiny committee’s that vet the work
of OGC.
