Finally, institutional relations between the English regions and Whitehall in the post-1997 era were found to rely heavily on ad hoc forms of contact. The regions in England are still viewed as a ‘burden’ and a network form of governance has not yet replaced the Westminster model.

The quotation was taken from a Conference Report, Regions in the EU: Do they make a difference?, held 10-11 June 03, West Midland in Europe Office, Brussels.
The conference was presided over by Sir Albert Bore, President of the Committee of the Regions.

So, are we led to believe that following the take over by the European Empire, the welfare state will end (the post-welfarist era), and that cross-discipline government in one form or another will be the rule of the day.

That is the purpose of Common Purpose. Teaching Leaders to operate outside of their sphere of Authority.
The destruction of nations, replaced by networks of interlocking regions to be run by unelected leaders. This is the need for the secrecy behind Common Purpose.
It is clear that all this dialogue between elite politicians, businessmen, academics, charities and trusts has been going on behind the backs of the people, with little or no publicity to their discussions or findings.
It is also clear that our politicians in Westminster are colluding in this treason, this planned destruction of the United Kingdom, the abolition of England.
Why else would an organisation like Common Purpose be allowed to operate.
A limited company registered as a charity, they receive grants and payments from the UK Government, therefore are subject to open books policy and scrutiny through the Freedom of Information Act.
They operate within a frame work of secrecy, adhering strictly to the Chatham House rules. - in matters where they train government personnel and receive government payments and grants this is illegal.
They operate their business from within Government offices. this is illegal.
They place graduates into high profile roles on boards of charities, government jobs, civil service roles, policy committee's and inquiry boards, acting as an employment business but are not registered as such, this is illegal.

I do believe that actively promoting one ethnic group over another was illegal.
In this light, it is little wonder that the people of Europe do not want further integration. It is clear that the politicians right across Europe are hiding more and more from the people, increasing the pitch of their lying, and are intent on not letting the people have their say.
And there again we see the main reason for keeping out troops out of the country, tied up, overstretched and over there. There is nothing that this government fears more than the Armed Services, who swear allegiance to the Crown to say NO. By the time they come home, if they come home, it will all be over. Revolution done.
So keep digging, bring more and more of this treason into the light, let everyone see the corruption, lies, deceit.
Say NO to Europe. Say NO to any political party that will not say NO to Europe.
