There is, as I
have stated
before, something bad and smelly about the awarding of IT contracts
throughout Government.  

The Public
and Commercial Services Union has condemned the MOD for awarding a 2^nd
phase contract to a project that has failed to meet the criteria of its 1^st
phase Gateway review.

We find that the
ATLAS consortium led by IT company EDS, has been awarded a 2^nd phase contract,
even though they have not delivered on the 1^st phase.  

The project in
question is part of the MoD's defence Information Infrastructure (DII) project

The Information
Commissioner needs, and the public need to back him up on this, to order the
MOD to release the Gateway review documents, under the Freedom of Information Act, just as he has on the ID
cards project. 

MP’s need to demand a Statement in the House from the Minister of
Defence. 

These IT
consortiums continue to fail to deliver, yet time and time again they are
rewarded with newer and more expensive contracts.  Its has all but become
a licence to print money, our tax money. 

I say put the
brakes on these contracts, slow things down, and make these IT consortium
companies deliver what it says on the box before they get another penny.

EDS and all the other IT contractor companies
to Government IT projects need to be reviewed on the basis of value for money
and ability to deliver. Where they are found wanting, they need to be removed
from the OGC lists.

There also needs
to be an enquiry into the Civil Service heads who sign off these contracts, and
where they are found wanting, dismissed.

This is our money
they are spending, billions upon billions of pounds, and we have a right to
know why failure is being rewarded again and again.
 

The ATLAS
Consortium is responsible for delivering the Defence Information Infrastructure
(Future) project for the Ministry of Defence.

ATLAS is led by EDS, with Fujitsu Services as a Tier 1
partner, General Dynamics, LogicaCMG and EADS Defence and Security Systems Ltd
(Cogent) as tier 2 partners, and IBM and HP as exclusive capability partners.

ATLAS was awarded
the contract for increment 1 of DII (F) in March 2005, with a budget of approximately
US$4.0 billion (£2.3 billion).

Increment 2a enables
EDS to increase its previously stated
estimates for revenue from the MOD DII (F) contract over the next eight years by $1.27
billion.
